The picturesque nature of Keila-Joa, with its indented river and magnificent waterfall, is a site of interest in itself. The same scenery tempted Alexander von Benckendorff, one of the most influential persons in the 19th century Russian Empire, to start creating a grand romantic ensemble of parks, ponds, buildings, pavilions and sculptures.Keila-Joa has witnessed an array of influential visitors since then, including the Russian Czar Nikolai.
The gem of the park is the waterfall that is believed to bring good luck because of its horseshoe shape. The site is at its best during the high spring waters when the snow begins melting quickly. Glimmering sunshine creates a series of rainbows above the water cascades. The height of the waterfall is 6 meters – relatively high by the Estonian standards.
