This is a wildlife viewing overlook in the Baskett Slough National Wildlife Refuge. The refuge itself contains a wide enough variety of wildlife that interesting observations can be made year-round. It has “over 250 recorded species of birds as well as coyote, Fender's blue butterfly, Western pond turtle and much more”, including some endangered and threatened animals. Miles of trails give access to wetlands, fields, hills, and ponds. The viewpoint in this panorama is a popular spot partly because it sits on a well-used highway.
Structures like this provide some isolation between human viewers and the animals. This one is not as isolating as a true “blind”, which often has just small holes through which to view wildlife, but it is still better than nothing. This effect is a sort of deception, because it leads animals to think that there are no humans around even as they are being closely observed.
